Why Newport News floods
Newport News sits where the James River meets the Chesapeake Bay, and the City's own flood information page lists four ways water reaches houses here: tidal flooding, storm surge, heavy rainfall and riverine flooding. Because of that location, the City notes, river flooding along the James tends to behave more like tidal flooding by the time it reaches the city.
Rain flooding is the one most people picture. Paved streets and roofs shed water faster than the ground can take it, drainage backs up, and low yards and crawl spaces fill. Tidal and surge flooding come from the other direction, as the water level itself rises onto land.
Tidal flooding and storm surge
Storm surge is the abnormal rise in sea level during a storm, pushed onshore by wind. The City quotes NOAA's definition and adds that surge usually raises the water for four to eight hours, long enough to flood streets and ground floors, and that some areas take much longer to drain. For Newport News, the City says hurricanes can produce tidal flooding 8 feet or higher, depending on the storm's strength, speed and track. The National Hurricane Center puts the Atlantic season at June 1 to November 30, with the peak around September 10.
Nor'easters, not only hurricanes
Hurricanes get the attention, but the City points out that nor'easters form in the fall, winter and spring and happen much more often. They can be more than 1,000 miles across, and they can stall offshore and hold tides high for several days. The National Weather Service says they are most frequent and most violent between September and April. So the flood risk in Newport News is spread across most of the year rather than confined to one season.
